- Too many people are missing out on life changing opportunities of the digital age. Digital empowerment, ethics and education all require strengthening. Unequal access to digital information presents risks of further disadvantage, disengagement and disfranchisement.
- To reap the real benefits of the digital revolution we need to create digital confidence. Citizens do not need to be merely passive consumers of digital products but can become active participants in the digital age.
